Sewer Rate Increase

Sewer rates will increase in April for Town of Wellington sewer service customers for the first time in five years. The base rate will increase by $10.37 from the current rate of $20.63 to $31. Usage over 4K gallons will increase by $3.50 from the current rate of $6.50 to $10 per additional thousand gallons. There will be no adjustment to water rates at this time. Users will see new sewer rates reflected on their May bill. 
The Board of Trustees, Sewer Rate Roundtable, and staff worked to dramatically reduce the projected increase for both water and sewer rates by implementing several creative solutions. The Town of Wellington will receive $2.6M from the American Rescue Plan Act, which the Board of Trustees has indicated will be dedicated to the Water fund. Additionally, the Board of Trustees gave directions to send the maximum allowable General Fund dollars to the Water and Wastewater Enterprise Funds.  
To remain in compliance with state and federal treatment regulations, expansion projects are underway at both the water and wastewater treatment plants. The most cost-effective option available for funding the wastewater expansion is a State Revolving Fund Loan (SRF). Aligning rates with the cost of providing service is a required component of qualifying for the SRF Loan.   
The sewer rate increase is currently planned as a stepped increase; however, the need for subsequent rate increases will be reviewed as part of a comprehensive utility rate study to be completed in 2022. The rate study will address residential and non-residential water rates and tier structures, residential and non-residential wastewater rates, and residential and non-residential stormwater rates. Utility impact fees will also be reviewed and updated as necessary.
