Comprehensive Plan 

The Town of Wellington Comprehensive Plan was adopted in 2021 as the guiding document crafted through community input to provide a 20+ year vision for the Town's future. The goal of comprehensive planning is to align that vision with expected growth of the community, ensuring the community's values, resources, and infrastructure are properly planned for. View here.

Collection System Masterplan

The masterplan of our wastewater collection system was created using growth pattern and population projections furnished through the Town’s Comprehensive Plan. These data were used to determine whether there are any significant existing capacity related constraints, and to determine the capacities and approximate corridors for future interceptor sewers to convey buildout flow rates for the Town’s projected buildout population. This facilitates decisions on interceptor segments that may need to be strategically constructed within new developments as part of the initial infrastructure. This is a high-level masterplan that provides planning-level flow rate information, which can be used by the Town when performing subsequent detailed design of the collection system. View here. 

Wastewater Treatment Masterplan

This masterplan evaluates the existing wastewater treatment plant (WWTP), with a focus on examining the remaining available plant capacity and to provide a planning document for use in determining appropriate next steps for the WWTP. This planning-level document provides an analysis of the existing WWTP using a computer process treatment model to examine existing facilities and to explore the performance and sizing requirements for proposed improvements. This report includes results of the analysis of historical treatment plant data, examines alternative solutions and makes a recommendation for phased expansions to serve the Town’s anticipated build-out population. 2018 Municipal Water Efficiency Plan

To help Wellington plan for future growth, the Town developed a Municipal Water Efficiency Plan in accordance with the Water Conservation Act of 2004 and to meet the provisions of Colorado Revised Statute section 37-60-126. As part of CRS 37-60-126, a State-approved Plan will qualify Wellington for funding from the Colorado Water Conservation Board (CWCB) and the Colorado Water Resources and Power Development Authority for water supply and delivery projects. Stormwater Masterplan

The Town of Wellington Stormwater Masterplan was completed in 2023 and provides a comprehensive stormwater plan for the entirety of the Town of Wellington’s Growth Management Area (GMA).  The study includes a hydrologic and hydraulic analysis of the GMA, budgetary level cost estimates and prioritization of recommended stormwater improvements projects, and conceptual level design plans for the highest-ranked projects. View here.

2015 Parks and Trails Masterplan

The Town of Wellington Parks and Trails Masterplan is intended to be, and will serve as, a companion document to the Wellington Comprehensive Masterplan upon adoption. This document is meant to act as a guiding document in maintaining current parks and trails as well as planning and development of new parks and trails in the Wellington Community. The Wellington Parks and Trails Masterplan was adopted by the Board of Trustees in 2008, this document is an update to the original document. This plan focuses on defining needs for parks and trails and not recreational program development. View here.

3 Mile Plan

In 1987, the state legislature made changes to annexation law limiting municipal annexations to no more than three miles beyond the current municipal boundary in any given year. Further, municipalities in Colorado are required to prepare and adopt a three-mile plan prior to annexing property into their territorial boundaries per Colorado Revised Statute 31-12-105 et. seq. The three-mile plan is a long-range plan that outlines where municipalities intend to annex property and describes how they will ensure the adequate provision of services within the newly annexed territory and the remainder of the existing municipality. Capital Improvement Plan 

The Capital Improvement Plan provides a forecast of funds available for capital projects and identifies all planned capital improvements and their estimated costs over the five-year period. View here.

2025-2029 Strategic Plan

A strategic plan serves as the community's roadmap, and it is used to prioritize initiatives, goals, projects, resources, and department operations. The strategic plan is a big-picture document directing efforts and resources toward a clearly defined vision. Town staff will be responsible for prioritizing and planning specific projects and operations based on the overall goals and themes specified by the Strategic Plan. View here. 

Water Source Development Plan  

Completion anticipated in early 2025

The Water Source Development Plan will provide the Town of Wellington with a clear and actionable guide for ensuring a reliable and affordable water supply into the future. By assessing the current water system, future needs, financial factors, and stakeholder input, the plan will define effective solutions for meeting both near and long-term water demands.

Affordable Housing Needs Assessment & Strategy Development

Completion anticipated Spring 2025

The Town of Wellington desires to create a town-wide housing needs assessment, review existing town land use development standards and regulatory framework, and apply findings and recommendations of the housing needs assessment and regulatory review to guide creation and adoption of qualifying strategies to promote affordable housing.
