Housing Needs Assessment

Graphic showing three different types of accessory dwelling unit.The Town of Wellington is undertaking a housing needs assessment, an evaluation of the community’s household economic considerations and housing inventory analysis to determine if available housing meets resident needs. Results of the housing needs assessment help focus the community’s efforts on critical housing issues.

The Board of Trustees has established strategic plan priorities for housing that include Grow Responsibly, Improve Housing Diversity and Foster Economic Vibrancy. In pursuit of these strategic priorities, the Town of Wellington obtained grant funding through the State of Colorado’s Department of Local Affairs (DOLA) to conduct research and prepare a Housing Needs & Affordability Assessment to assist in developing and implementing strategies for increasing opportunities for affordable housing within the community.HNA Cover

Matrix Design Group was selected to assist the Town in conducting research into community housing conditions, housing inventory, market trends and to identify gaps in housing supply and affordability across income levels and household types. Community stakeholder engagement and resident survey data was collected to further identify challenges to providing sufficient housing that meets the needs of all ages, incomes and abilities. The findings and analysis of the research and community engagement inform recommendations for strategies that can be used to increase opportunities for housing affordability.

The Board of Trustees will be conducting a Public Hearing on April 8, 2025. The Board will hear a presentation of the final report of the Wellington Housing Needs & Affordability Assessment and will consider proposed changes to the Land Use Code to increase opportunities for housing affordability.

Proposed Solutions:

Town Staff formulated proposed changes to the Land Use Code based on the findings of the Housing Needs & Affordability Assessment. These changes can be found here, Staff presented the proposed changes to the Planning Commission during the March 3, 2025 meeting. There was also a Public Hearing held as part of the meeting. The Commission recommended that the Land Use Code changes, as written, be advanced to the Board of Trustees. The Board of Trustees will consider the changes at the April 8, 2025 meeting.
